The annual TPAS Scotland National Good Practice Awards (NGPA Awards) celebrate excellence in tenant participation, community engagement, and social housing management in Scotland. These awards are now open and recognise tenants, community groups, and landlords across Scotland who demonstrate outstanding work in shaping services, digital involvement, and community empowerment.
Winner of last year’s Tenant of the Year – the Alan Ferguson Award, Liz McKnockiter from Moray Council’s Tenants’ Forum said, “Winning the Tenant of the Year Award at the TPAS Scotland National Good Practice Awards last year was such an honour. Getting tenants involved in Moray Council to ensure they have their say in things has been a real passion of mine and we are definitely making real progress, so it is fabulous that this was recognised through the Awards. Good luck to everyone entering in 2026!”
There are 10 categories recognising the great work taking place by individuals, tenant groups, organisations and communities across Scotland. This includes 3 brand new categories for 2026 – Young Person in Tenant Participation, Tenant Participation Officer of the Year and Creativity in Tenant Participation
The 10 categories include;
Good practice in involving tenants to shape and improve services award
This award recognises a social landlord that has effectively involved tenants in shaping, reviewing, and improving services. Winner in 2025 was Wheatley Housing Group
Good practice in communicating with tenants and residents award
This award recognises how effectively a social landlord communicates with its tenants and residents. Winner in 2025 was Link Group
Good practice in widening participation award
This award recognises a social landlord that is actively investing in and supporting tenants and communities. Winner in 2025 was Waverley Housing
Young Person in tenant participation – *returning, by popular demand for 2026*
This award recognises an inspiring young person, aged 30 or under, in tenant participation who has made a meaningful difference within their housing association/community.
Tenant Participation Officer of the Year award – *returning, by popular demand for 2026*
Recognising an outstanding Tenant Participation Officer who has demonstrated exceptional commitment to engaging residents and strengthening tenant voice.
Tenant group of the year award
This award recognises a group of tenants who actively champion residents’ voices, working collaboratively to shape housing services and influence their landlord’s decisions. Winner in 2025 was West Dunbartonshire Tenants and Residents Organisation
Creativity in Tenant Participation – *brand new for 2026*
This award recognises innovative and creative approaches to tenant participation that engage residents in new and effective ways, for example creative events or workshops, arts-based or storytelling projects or fresh approaches to involving underrepresented groups in decision-making.
Community environmental award
This award recognises a tenant or community group that has successfully engaged tenants/residents in initiatives that deliver positive environmental impact, for example supporting energy-saving initiatives or introducing biodiversity projects. Winner in 2025 was Growing Beardmore Registered Tenant Organisation
Outstanding Achievement Award
This award recognises an individual or group who has made an exceptional and lasting contribution to tenant participation and their community.
Tenant of the year – Alan Ferguson award
This award recognises a social housing tenant who has made a significant contribution to tenant participation. Winner for 2025 was Liz McKnockiter of Moray Council Tenants’ Forum

The winners will be presented at the TPAS Scotland Annual Conference which will take place on the 17th June in the Golden Jubilee Hotel, Clydebank.
Closing date for entries is Tuesday 12th May at 5pm.

Tenants Together (Scotland) Annual General Meeting 2025:
Saturday 7 June 2025 at 11.00 am – Online, via Zoom.
On behalf of the Tenants Together (Scotland) committee, I am pleased to invite you and/ or representatives of your group to the Annual General Meeting (AGM) of Tenants Together (Scotland), which will be held online on Saturday 7 June 2025, online – via the Zoom platform.
This AGM will be the first to be held by Tenants Together (Scotland), following our inception in June 2024. The meeting will be an opportunity to hear about our work and achievements during our first year, as well as updates on our priorities and areas of focus for the year ahead. The agenda for the meeting will also cover business matters.

Webinar
The session explores the organisation’s history, mission, vision, core values, and governance structure, highlighting how Tenants Together works collaboratively with tenants, Registered Tenant Organisations (RTOs), landlord-recognised groups, the Scottish Government, and the Scottish Housing Regulator. It demonstrates how tenants’ voices are gathered, represented, and fed directly into national housing policy discussions, consultations, stakeholder groups, and working groups.
The presentation also showcases the organisation’s achievements and influence across major areas of Scottish housing policy, including contributions to housing legislation, regulation, rent affordability, damp and mould, RAAC, accessibility, and Housing to 2040. It explains the role of Tenants Together’s working groups and how these connect directly with decision-makers and national stakeholder bodies.
Interactive audience engagement is built throughout the presentation using Slido polling and discussion questions, encouraging attendees to reflect on tenant participation, current challenges facing tenants, and opportunities for greater involvement. The session concludes by outlining future plans for membership growth, digital inclusion, and the launch of a new members’ and subscribers’ area on the Tenants Together website.

The Scottish Housing Regulator has today published a summary of the outcome of its annual risk assessment of social landlords, along with engagement plans for registered social landlords (RSLs) and local authorities. The plans for RSLs include a regulatory status which describes whether the RSL complies with the Regulatory Standards. 134 RSLs are compliant while two are not compliant and working towards compliance.
The summary report sets out the key strategic areas the Regulator will focus on in its engagement with social landlords this year. It continues to highlight the significant challenges within the homelessness system, especially in the provision of suitable temporary accommodation in some local authorities. Two local authorities are impacted by systemic failure and a further nine are at heightened risk of being impacted by systemic failure.
The report also highlights the importance of landlords ensuring that they have robust information on the condition of their homes and are assured they are complying with all of their tenant and resident safety obligations.
John Jellema, Assistant Director of Regulation, said:
“Social landlords and their tenants have faced significant challenges over the past few years, and while most landlords have continued to perform well despite the pressures, significant risks remain. For example, recent instability in the global geopolitical and economic environment is likely to lead to materially higher inflation, higher interest rates and further cost of living challenges for many tenants and service users. At the same time, landlords are having to plan for new costs such as the provision of net zero. These financial pressures mean that some landlords will continue to have less capacity to respond to unforeseen or emerging risks and this emphasises the critical importance of good governance.
“Over the coming year, we’ll continue to work with landlords, tenants, and all of our stakeholders to deliver our statutory objective to safeguard and promote the interests of tenants and service users. We will also engage with stakeholders on how we work, to ensure we continue to deliver effective, sustainable regulation with the resources we will have.”

Its objective is to safeguard and promote the interests of tenants and others who use local authority and RSL housing services.
